Children love to work with paper ribbons - it always looks good no matter if it's glued onto a card, folded, ripped, knotted together, used as hair for a self-made toy, etc. Also it won't do any harm if it gets chewed upon - but please note that paper ribbon is not a toy and smaller children should work with it only under adult supervision.
